The Woes of South Bend

South Bend is like many cities. The West side is decimated, by the people who have moved out. The City does not know what to do. Crime is up. The people are losing hope. What to do? Establish low interest loans for families who do not use birth control. This will enable us to repopulate the West Side and lay the foundations for a flourishing city.
